Presentation of a new book "RELATIONAL THEORY OF SPACE-TIME AND INTERACTIONS. VOLUME 2". Yu. S. VLADIMIROV.

Yu. A. DANILOV. "CLASSICAL AND NEW NOTIONS ON CHAOS. CRITICAL REVIEW OF THE POLEMIC PAPER "SCIENCE OF CHAOS OR CHAOS IN SCIENCE?" BY J. BRICMONT". In his excellent review of recent popular publications on the subject of "deterministic chaos", "arrow of time", "irreversibility" and so on, claiming to refute and reject classical views of Laplace and Boltzmann, J. Bricmont elucidates the basic notions of classical science and demonstates that science of chaos, properly understood and interpreted, only strengthen the position of classics. In the report the position of probability and its role in science is discussed in more details.It is shown how subtle is the notion of random sequence, and the strong points of irreducible approach to dynamics is demonstrated.

"FROM PIERRE CURIE TO NIKOLAY KOZYREV". V. E. ZHVIRBLIS.

S. M. KOROTAEV. "THE EXPERIMENT ON VERIFICATION OF EXISTENCE OF KOZYREV'S INTERACTION OF THE NATURAL PROCESSES". The experiment on verification of existence of new type of physical interaction suggested by N.A.Kozyrev was performed. The experimental setup included two types of detectors measuring the self-potentials of the electrodes in marine water and the dark current of the photomultiplier. Both detectors were protected of known sources of classical effects.Natural time variations of the potentials and the dark currents were recorded in period range 1 minute - 1 year. Number of new effects was discovered: correlation of the potentials with the dark current and the potential on another distant setup; advanced reaction of the potentials on the Earth magnetic field; nonlocal reaction of the potentials on the environmental temperature with retarded, instantaneous and advanced lag; relation the of potentials with the sudden ionospheric disturbances. Interpretation of this effects on the base of developed Kozyrev's idea on the active properties of time is rather successful.

The Survey of the recent literature rewiewed in "Time's News" of International Society for the Study of Time. I. N. GANSVIND

S. D. HAITUN. "FUNDAMENTAL ESSENCE OF EVOLUTION". In the monograph "Mechanics and Irreversibility" (Moscow: Janus, 1996), the author tried to show that the interpretation of the entropy as the measure of disorder is erroneous. If it is correct, the contra diction between the evolution towards the complexity growth and the entropy increase is taken off.However, if entropy is not neither measure of the order, nor measure of the disorder, why then the evolution occurs towards the complexity growth? The report tries to find the answer to this question.

V. G. BUDANOV. "TIME OPERATOR". The quantum reality representation is developed in exponded space of states, the time operator for this space bring a correct object. It can be interpreted as one of the superoperators of quantum mesurements. The connection of this approach is followed with the Weil symbol analysis and symbol interpretation of quantum theory. The role of bifurcations in nonlinear quantum systems is disscussed. The conseption of time-operator of Misra-Prigogine is considered.

The survey of literature: "THE CATASTROPHE THEORY: PARTICLES AS SINGULARITIES". V. V. KASSANDROV

A. V. BELINSKY, D. N. KLYSHKO. "BELL`S PARADOX: QUANTUM NONLOCALITY OR A PRIORY NONEXISTENCE OF PARAMETERS?" A well-known and actual now paradox of quantum mechanics is discussed. On the example of the experiment with three photones it is shown, that quantum theory results are nonjoint with "common sense". This cont rudiction is accepted to explain by "quantum nonlocality". Howeser a less fantastic - "minimum" viewpoint is possible: to refuse from the hypothesis of the priori existence of some parameters of quantum objects (polarization parameters, photon namber in the field and oth.) before their mesurement. Time series and space structures are the sourceses of the main information about the natural system evolution .The power spectra, the difference moments (the "structure functions"), the wavelet-analysis.The power laws of Nature (flicker-noise and shot-noise in the electron-conductive systems and DNA, the Kolmogorov-Obukhov law in hydrodynamics, the Gutenberg-Rikhter law in geophysics and astrophysics, the Ziepf-Pareto law in sociology and economocs, the Eastu-Ziepf-Mandelbrot law in linguistics, the flicker-noise in musics, etc.). The stationary nonequilibrium distributions and the "Self-Organized criticality" conception. The main regularities of the nonlinear dissipate system evolution. Evolution as a time colour fractal, the evolution "polychromism". The general relations for the power spectra and the difference moments of the different orders. Discussion: THE PHENOMENON OF S .E. SHNOL COSMOPHYSIC FLUCTUATIONS AND POSSIBLE EXPLICATION OF ITS NATURE. THE CONNECTION WITH TIME PHENOMENON. Presiding over the discussion is I. M. DMITRIEVSKY. The Shnol phenomenon (Russia Chemistry Journal,N.3, 1997. p.30) remains enigmatic and requires explication. What specifically interesting about the phenomenon is that it may be as a good test to evaluate euristic potentialities of various Space-Time Conctructions put forward earlier at the Seminar. In the course of discussion along with other items it is desirable to underline the following: 1) What is the cause of the Shnol phenomenon universality in processes of different nature and in systems with varions degree of complexity? 2) Is there a relation between N.A.Kozyrev active time properties idea and the Shnol phenomenon, if any, then of what kind? 3) What determines the methods' type to get the optimum display of the effect (choice of a time interval for isolated measurements, duration of statistic material accumulation, representation of measurement data in the form of gystogram and et cetera)? 4) What makes for peaks in gystogram spectres of discrete conditions and their change in time? 5) What stands behind the Shnol phenomenon dependence from local and world time in synchronized experiments carried out in varions geographic localities? 6) What effects of the Shnol phenomenon may be used to comrehend the time phenomenon?

The key laws of the behaviour pattern of these proces ses were established. The basic notions of a uni fied system of comprehensive geodynamical, ecological, social and medical monitoring were developed. But some of them now get their rational interpretation in the light of modern paradigms.Time is illusion. Neverthless it is being created and annihilated periodically. Time is temporal. When it disappears it remain nevertheless. Time is periodically being born by space. The Present,Past and Future exist simultaneously.Time is sinthesis of principles of stability and chengeability, In and Jan. Time is hierarhy of times. Our ancestors knew about fractal structure of time. It is possible to go out of time (for some time). The irreversibility of time is the consequense of the Karma low. The evolution of the Universum is conposed of evolution of Spirit, Matter and Mind. Time is given to a Man for implementation of the Kosmic tasks. The Jugas replactment provokes acceleration of time.

V. V. FINOGEYEV. "A GENERAL THEORY OF FUTURE". The theory is an atlempt to lay the theoretical foundation to prediction of accidental process. The theory introduces general principles of informational distribution in hierachial world, making it possible to determine the future. The theory regard time as a phenomenon devoid of its own nature and squeeezes it into a specific "space".
